MCCS Okinawa Personal Financial Management: Command Financial Specialist
The Command Financial Specialist (CFS) training course is an intensive 5-day, 40-hour program aimed at equipping unit representatives with essential skills in financial education, coaching, and support within their units. Participants will gain practical tools and knowledge to foster a robust financial program and collaborate effectively with Personal Financial Management Specialists (PFMs) to promote financial readiness among servicemembers and their families, as mandated by OPNAVINST 1740.5B (Navy) and MCO 1700.37 (USMC).
Attendance is limited to service members who are selected to become a unit CFS within 90 days following the course's conclusion.
Requirements for course participation:
As outlined in MCO 1700.37, the following criteria must be fulfilled to qualify for the CFS role:
- The candidate must hold a minimum rank of E6 in the USMC, or E5 with a waiver from Headquarters Marine Corps; for the USN, E5 with at least 6 years of service qualifies.
- Each participant must be nominated by their command with the specific aim of being appointed as a CFS after completing the course. Participants cannot be on leave during the training.
- Completion of the Million Dollar Marine/Sailor training is a prerequisite for enrollment in the CFS course, with proof of certification required.
- Candidates should demonstrate high motivation and financial stability.
- No history of Letters of Indebtedness, Non-Sufficient Funds, NJP, or significant performance counseling above the rank of LCPL is acceptable.
- Must have a minimum of one year remaining at their current station or command by the end of the CFS Course.
- Engagement in ongoing education, such as CFS forums and refresher training, is encouraged.
